The Chhattisgarh Legislative Assembly on Friday unanimously passed two amendment bills to increase reservation in admissions and government jobs for Other Backward Class (OBC) and Scheduled Caste (SC) communities in the state in proportion to their population.
Both the bills – the Chhattisgarh Public Services (Scheduled Castes, Scheduled Tribes, and Other Backward Classes Reservation) Amendment Act and an amendment bill related to admission in educational institutions were introduced in the assembly during a special session.
Proposed such percentage of reservation
The legislature has proposed a reservation of 32 percent for Scheduled Tribes, 13 percent for Scheduled Castes, and 27 percent for Other Backward Classes, based on the population of these two communities.
A provision of 4 percent reservation has also been made for Economically Weaker Sections (EWS), taking the total reservation limit in the state to 76 percent. The Chief Minister urged all parties to make efforts to include the new provisions of reservation in the Ninth Schedule in Chhattisgarh.
Baghel mentioned the Sergius Minz Committee
Chief Minister Baghel said that the Madhya Pradesh Public Service (Reservation for Scheduled Castes, Scheduled Tribes, and Other Backward Classes) 1994, was adopted in the state of Chhattisgarh. Baghel said that during the tenure of the then government, the report of the Sergius Minz Committee was not presented by the then government. The Sergius Minz Committee had said in its report that reservation in other states is more than 50 percent and it can be increased in Chhattisgarh, this report was also not presented in the High Court.
The chief minister said the Quantitative Commission figures come out with a figure of 3.48 percent for the EWS population in the state’s total population, while the government has made a provision of 4 percent reservation for them. Similarly, the population of OBCs is 42.41 percent of the state’s population whereas we have made a provision of 27 percent reservation for them.
Bhupesh Baghel said, “In the 2011 census, the Scheduled Caste population was a little over 12 percent. We have made a provision of 13 percent reservation for them. If the SC population comes to 16 percent, then we will give 16 percent reservation in the upcoming census, as people are demanding. As per the Constitution of India, there is a provision to give reservations to Scheduled Castes and Scheduled Tribes according to their share of the population.
